Rubaru — Terms of Service

By creating an account or using Rubaru, you ("you", "User", "Member") agree to these Terms of Service ("Terms"). If you do not agree, do not use the platform.

1. What Rubaru Is — and What It Is Not

1.1 Rubaru is a social meetup and friendship platform that helps verified people in Pakistan discover others nearby who share interests and arrange in-person activities such as chai, walks, sports, study, gaming and hobbies.

1.2 Rubaru is NOT a dating, matchmaking, matrimonial, escort, or romantic-introduction service. The platform is designed for platonic, activity-based social connection. By design, no user can browse exclusively for members of the opposite gender (see clause 5).

1.3 Rubaru does not arrange, supervise, chaperone, or take responsibility for any in-person meeting between users. Meetups are arranged voluntarily and conducted entirely at users' own risk (see clause 11).

2. Eligibility

2.1 You must be at least 18 years old to use Rubaru. The platform is strictly for adults.

2.2 You must hold a valid Pakistani CNIC and be a resident of Pakistan. Verification is mandatory (see clause 4).

2.3 You must not be a person barred from using the platform under these Terms or under Pakistani law, including any person previously removed from Rubaru.

2.4 You may hold only one account. Your CNIC may be linked to only one account.

3. Nature of the Relationship

3.1 Rubaru provides a technology platform that connects users. We are an intermediary. We do not employ, endorse, vouch for, or guarantee the conduct, identity beyond initial verification, intentions, or safety of any user.

3.2 The Trust Score, badges, Ambassador status, and verification marks are informational signals generated by the platform and its users — not guarantees of any person's character or safety.

4. Verification (CNIC) and "Verify-and-Discard"

4.1 To activate full access, you must submit your CNIC for one-time verification. Until your profile is approved, your account remains in a "Verifying your profile" state with no browse, Live, or chat access.

4.2 We manually review submissions to confirm validity, that the photo matches the document, and that the declared gender matches the CNIC.

4.3 We do not retain your CNIC. Upon a decision (approval or rejection), the CNIC image and number are permanently deleted. We retain only: a verification flag, your verified gender, the verification date, and a non-reversible hash used solely to prevent one CNIC creating multiple accounts. This is described further in our Privacy Policy.

4.4 Verification approval is at our discretion. We may reject or revoke verification where a document appears invalid, altered, or fraudulent.

5. Discovery Preferences and Gender

5.1 At signup you declare your gender (verified against your CNIC) and choose a Discovery Preference:

• Male members may choose: open to men only or open to both men and women.
• Female members may choose: open to women only or open to both men and women.

5.2 There is no opposite-gender-only option. This is a deliberate structural feature: Rubaru cannot be used to search exclusively for the opposite gender.

5.3 A male and female member become mutually visible only if both have chosen "open to both." Same-gender members are always mutually visible. One-sided preferences never expose any user to another.

5.4 Your verified gender cannot be changed by you. Your Discovery Preference can be changed in settings.

6. Account Security

6.1 You are responsible for activity under your account and for keeping your login (phone/OTP) secure.

6.2 You must provide accurate profile information and may not impersonate any other person.

7. Acceptable Use and Prohibited Conduct

You agree not to:

7.1 Use Rubaru for dating, romantic pursuit, sexual solicitation, matrimonial purposes, sex work, or any sexual or romantic advance toward another user.

7.2 Post, send, or share nudity, sexually explicit content, or sexually suggestive material.

7.3 Harass, threaten, stalk, intimidate, defame, blackmail, or abuse any person.

7.4 Solicit money, gifts, loans, investments, or financial information from other users; run scams, MLM, or fraudulent schemes.

7.5 Engage in commercial promotion, advertising, or spam without our written permission.

7.6 Post hate speech or content attacking any person or group on the basis of religion, sect, ethnicity, gender, or similar grounds.

7.7 Share content that is unlawful under Pakistani law, including content prohibited under the Prevention of Electronic Crimes Act, 2016 (PECA) and rules made under it.

7.8 Manipulate the Trust Score or ratings system; create fake accounts; coordinate ratings; or use the platform through automated means.

7.9 Falsify your location (GPS spoofing) or your identity.

7.10 Use Rubaru to facilitate any unlawful, dangerous, or harmful activity, including meeting minors.

8. User Content

8.1 You retain ownership of the content you post (profile text, photos, messages).

8.2 You grant Rubaru a non-exclusive, royalty-free licence to host, store, display, and process your content solely to operate and provide the platform (including safety monitoring, see clause 9).

8.3 You are responsible for your content and confirm you have the right to post it.

9. Safety Monitoring

9.1 You acknowledge that chat messages are automatically scanned by an AI safety system for harassment, threats, explicit content, and abuse, and that messages and metadata may be reviewed by our staff in connection with reports, disputes, or legal cases.

9.2 Where conduct appears to violate Pakistani law, we may generate a case file and cooperate with the relevant authorities (see clauses 12 and 13).

10. Trust Score, Enforcement, and Suspension

10.1 Your conduct affects your Trust Score and standing. We operate an automated and manual enforcement system that may issue warnings, limit your visibility, suspend, or permanently remove your account.

10.2 We may suspend or terminate any account, with or without notice, where we reasonably believe these Terms or Pakistani law have been violated, or to protect users' safety.

10.3 On termination, your right to use the platform ends immediately. Certain records may be retained as required by law or for legitimate safety/legal purposes (see Privacy Policy).

11. In-Person Meetups — Assumption of Risk

11.1 Rubaru does not conduct background checks beyond initial CNIC verification. Verification confirms identity; it does not confirm that any user is safe, honest, or suitable to meet.

11.2 You meet other users entirely at your own risk. You are solely responsible for your decisions to communicate with, share information with, or meet any user.

11.3 You agree to take sensible precautions, including meeting in public places, informing a trusted contact, using the in-app Check-in and SOS features, and ending any meeting in which you feel unsafe.

11.4 To the fullest extent permitted by law, Rubaru is not liable for the conduct of any user, whether online or offline, or for any harm, loss, injury, or damage arising from your interactions or meetings with other users.

12. Disclaimers and Limitation of Liability

12.1 The platform is provided "as is" and "as available." We do not warrant that it will be uninterrupted, error-free, or secure, or that any user is who they claim to be.

12.2 To the fullest extent permitted by Pakistani law, Rubaru, Fumie (SMC-Private) Limited, and its directors, officers, and employees shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss arising from user conduct or in-person meetings.

12.3 [To be set with counsel: any aggregate liability cap, e.g. limited to fees paid in the preceding 12 months — enforceability to be confirmed under Pakistani law.]

13. Indemnity

You agree to indemnify and hold harmless Rubaru and Fumie (SMC-Private) Limited from claims, damages, and costs arising out of your use of the platform, your content, your conduct toward other users, or your breach of these Terms or of Pakistani law.

14. Legal Cooperation and PECA Compliance

14.1 Rubaru operates in compliance with the Prevention of Electronic Crimes Act, 2016 and the Removal and Blocking of Unlawful Online Content (Procedure, Oversight and Safeguards) Rules, 2021.

14.2 We may, where lawfully required, respond to lawful orders and cooperate with the Pakistan Telecommunication Authority (PTA), the Federal Investigation Agency (FIA) Cybercrime wing, and other competent authorities, and may disclose user information as required by law.

15. Governing Law and Jurisdiction

15.1 These Terms are governed by the laws of the Islamic Republic of Pakistan.

15.2 The courts of Islamabad shall have exclusive jurisdiction over any dispute, subject to any mandatory consumer protections.

16. Changes to These Terms

16.1 We may update these Terms. We will notify users of material changes in-app. Continued use after changes take effect constitutes acceptance.

16.2 We record the version of the Terms you accepted and the date and time of acceptance.
